MVNO Solution
The Mobile Virtual Network Operator(MVNO) business is the fastest growing trend today and a very lucrative opportunity in mobile telecommunications. But what is MVNO?
The MVNO provides wireless communication services without the full infrastructure or license to use radio frequencies. It provides wireless communications with agreements already in place with mobile network operators (MNOs). These companies obtain bulk access to mobile communications networks for their consumers at set retail and wholesale prices.

MVNO Business Models
- MNOs are realizing the significance of MVNO partners to reach out to niche audiences with unique needs using suitable low cost business models & pricing strategies. As a result, MVNOs are fast emerging across segments such as telecom, roaming, retail, media, business, discount, lifestyle, and M2M.
- The different business models in the MVNO market are based on how the value chain is restructured. Therefore, four main business models that emerge are : Branded Reseller, Light-MVNO(with HSS/HLR,BOSS), Full-MVNO(with more like, STP, DRA, GTP-Router, PGW/GGSN, PCRF, SMSC/USSD GW) and MVNE(with more like MME, SGW, SGSN, MSC, GMSC).
- IPLOOK enables MVNOs to become Light MVNO, Full MVNO, MVNE, with its End-to-End Solutions from 1,000 to millions subscribers.
Working with IPLOOK, you can establish an MVNO that will enable you to create a targeted telecoms offering for your user base
- By using your brand and access to your user base, establishing as an MVNO will enable you to create a targeted telecoms offering that fulfils a need in the market.
- Our MVNO solution is highly flexible, available as a one-time purchase or under a leasing formula, and can be upgraded through licensing.
- We have signed a strategic partnership with AsiaInfo/Neware in order to make our respective products interoperable. The Billing system, which delivers flexible modules for business and operations support systems (OSS/BSS), has been adapted to work with our core network portfolio to serve MVNO/E market players.
As a result, we can now provide customers with BSS/OSS and core network
elements integrated into a cloud-based End-to-End offering.
Flexible Deployment
- To start a MVNO, IPLOOK recommends the system with HLR/HSS+GGSN/PGW+BOSS for MVNOs. Through S6a and S5 interface, HSS and PGW can connect to operators‘ mobile access network. As a result, MVNOs can control users data and build their own charging systems.
- IPLOOK MVNO end-to-end solution has all-in-a-box features and supports 3G/4G/5G/NB-IoT access, greatly reducing network complexity. It is implemented as distinct Linux applications, maximising deployment flexibility. These applications can be deployed directly on the bare metal of a standalone COTS server. This COTS server could be located remotely, in an enterprise, or could be deployed in a data centre, or in the Cloud.
- Meanwhile, IPLOOK‘s MVNO solution ensures smooth upgrade to 5G NSA and SA achitecture with its existing 3G/4G network.

FAQ
We are new to the telecom business. Should we start as a Light-MVNO or a Full-MVNO?
It depends on your target market and CAPEX strategy, but our solution ensures you are never locked in. Many clients start as a Light-MVNO—utilizing our HLR/HSS and billing systems to quickly gain subscriber control. As your user base grows and you need deeper network control, our software-defined architecture allows you to seamlessly upgrade to a Full-MVNO or even an MVNE through simple license upgrades, without ripping out your initial investment.
How fast can we launch our own branded mobile services to the market?
Speed is your competitive edge. Because our MVNO solution features an 'all-in-a-box' design and comes pre-integrated, deployment is incredibly swift. Depending on your Host MNO's readiness, we can typically bring a new MVNO from initial architecture design to a live commercial launch in a matter of weeks.
Does IPLOOK require a massive upfront capital investment to launch an MVNO?
Not at all. We understand that cash flow is critical for emerging MVNOs. We offer highly flexible purchasing models tailored to your business plan. You can choose a traditional one-time purchase or opt for our leasing formula (SaaS/OpEx model). You only pay for the capacity you need today, ensuring a fast return on investment (ROI).
How do we handle subscriber billing, tariffs, and OSS/BSS functionalities?
You gain complete independent control over your pricing. Through our strategic partnership with AsiaInfo/Neware, our core network is out-of-the-box interoperable with a world-class Billing and OSS/BSS system. You can easily manage web self-care, launch personalized tariffs, and tap into new niche markets from a unified, cloud-based dashboard.
How complex is the integration between your MVNO core and our Host MNO's network?
It is highly streamlined. We utilize standard 3GPP interfaces (such as S6a and S5) to connect our HSS and PGW directly to the operator's mobile access network. This standardized approach dramatically reduces network complexity and integration time, allowing you to quickly securely manage your own subscriber data and routing.
What are our hosting options? Do we need to build a massive localized data center?
You have maximum deployment flexibility. Our Linux-based applications can be deployed directly on the bare metal of a standalone COTS (Commercial Off-The-Shelf) server, within an existing enterprise data center, or fully in the Cloud. This 'all-in-a-box' footprint minimizes your hardware footprint and cooling costs.
Can your platform support us if we scale rapidly or want to launch multiple sub-brands?
Absolutely. Our platform is built on a Multi-Tenant Architecture. This means you can host multiple MVNO sub-brands on a single centralized platform, isolating data and billing for each. Furthermore, the system is highly scalable, engineered to seamlessly support growth from 1,000 to up to 10 Million active subscribers.
If we start with a 4G MVNO network today, will we have to rebuild the network when we transition to 5G?
No rebuilding is necessary. Future-proofing is baked into our code. Our MVNO solution ensures a completely smooth upgrade path to 5G NSA (Non-Standalone) and SA (Standalone) architectures. Your existing 3G/4G network infrastructure will seamlessly converge with 5G capabilities whenever you and your Host MNO are ready.
